Move over Rover!


Multi-agency collaboration combats illegal off-roading with an engagement
and waymarking exercise in the Elan Valley

Thanks to effective partnership working an initiative is ensuring that the
beautiful countryside in the Elan Valley is protected and enjoyed for future
generations.

Operation Rover was a collaborative waymarking effort involving 
Dyfed-Powys Police, Powys Council, Green Lane Association,  
Countryside Recreational Access Group and Trail Riders Fellowship
and targeted illegal off-roading in the area.

The initiative also provided helpful information to people visiting the
region regarding the "do's and don'ts" and access routes.

A Byway known as Cwmddauddaw Hill Rhyader was targeted due to the 
amount of work undertaken by the collective organisations to waymark 
the legal route with signs.

A total of 23 motorcycles and four off-road vehicles were stopped. 
All were riding on the legal route however; two Fixed Penalty Notices were 
issued for driving using a mobile and no registration plate, one expired 
MOT and a drug seizure/cannabis warning. 

Dyfed-Powys Police Sergeant Rob Griffiths said: 

“It’s been challenging to bring together the various agencies and create 
this effective partnership. But it has been worth it. This successful 
multi-agency approach has generated constructive projects to isolate and
identify the illegal and irresponsible minority.”
